'Hear, O Assyrians!'

At Assyrian state ceremonies, only reliable prophets performed, proclaiming that the king had put his enemy under his foot.

Compare: 'Hear, O Israel!'

The structure resembles the Shema, but the content is very different: the Shema proclaims God's oneness, not the king's victory.
